This course offers a practical overview of the Construction Health and Safety Agent’s (CHSA) responsibilities across all six SACPCMP-defined project stages, with a strong emphasis on the design and planning perspective. It provides built environment professionals with the legal knowledge and applied understanding necessary to embed health and safety compliance into every phase of the project lifecycle. The content aligns with the Occupational Health and Safety Act 85 of 1993 and the Construction Regulations of South Africa.

What you will learn:

Learners will gain a strong grasp of the CHSA’s role across all six construction project stages as structured by the SACPCMP. They will explore how early design decisions influence risk, and how those risks should be systematically managed throughout the project. The course also examines the statutory responsibilities of clients, consultants, contractors, and designers, and explains how to apply these duties in real-world practice. Learners will become familiar with required documentation, processes, and compliance standards at each stage. By the end of the course, learners will be prepared to contribute meaningfully to health and safety planning and oversight within multidisciplinary project environments.

Module Guide:

Module 1 – Introduction and Project Framework. An introduction to the six SACPCMP-defined stages of construction and how the CHSA integrates with each one. While all stages are covered, particular focus is placed on Stages 1 to 3. Stage 4 is addressed in greater detail to dispel common misunderstandings related to work permits, statutory appointments, and compliance obligations like Section 37.2, letters of good standing, and the 16.1 appointment.

Module 2 – Designer Duties.Covers the statutory responsibilities of designers under South African Construction Regulations, focusing on hazard identification, risk mitigation, and ensuring compliance from concept to completion.

Module 3 – Understanding the Project Stages. This module examines how each construction stage presents unique health and safety challenges. A structured, stage-based approach to project delivery supports better risk anticipation, planning, and coordination. The module introduces the CHSA’s coordinating role across all phases of the project.

Module 4 – Stage 1: Project Initiation and Briefing. Learners will explore how the CHSA assists the client and professional team in setting up a health and safety strategy, identifying risks, defining competency requirements, and developing the H&S brief and baseline framework.

Module 5 – Stage 2: Concept and Feasibility. This phase focuses on integrating safety into early project decisions, drafting the baseline risk assessment, advising on health and safety budgeting, and defining the scope of work for any appointed specialists.

Module 6 – Stage 3: Design Development. In this module, learners will explore the design-stage application of safety principles. The CHSA supports legal compliance, reviews and updates the risk profile, and ensures the final design supports safe construction, maintenance, and use.

Module 7 – Stage 4: Tender Documentation and Procurement. A detailed breakdown of construction work permit requirements, contractor evaluations, and how the CHSA contributes to procurement documentation. This module also covers statutory appointments such as the 16.1 responsible person, Section 37.2 agreements, and the verification of legal standing.

Module 8 – Stage 5: Construction Documentation and Management. Covers on-site CHSA duties during construction, including safety plan approval, audits, site mobilisation, incident management, and ongoing compliance checks in line with the approved health and safety specifications.

Module 9 – Stage 6: Project Close-Out. The final stage covers CHSA responsibilities related to project handover, including reviewing the safety file, cancelling legal appointments, and ensuring post-construction compliance. Learners will also explore long-term responsibilities for structural inspections and safe building use.
